Already on probation for three prior felony convictions, Frederick Rupel, Jr., 54, of 321 E. Wiley Ave., has now been charged with two new felony counts of theft.
According to an investigation by the Bluffton Police Department, Rupel allegedly failed to properly pay for services received from two companies, B & L Truck Repair of Bluffton and Michigan Vacuum Truck of Carleton, Mich.
