One Ossian Town Council member, Angie Dial, says yes. Another one, Josh Barkley, says no, definitely not. A third council member, Brad Pursley, said maybe. A fourth council member, Terri Hughes-Lazzell, was not present; the fifth council member, Dick Witte, has given notice that he will be resigning from the council.
