Bluffton city employees will receive no pay increases in 2010 and the city will operate on a flat-line budget, Mayor Ted Ellis said.
The Bluffton Common Council gave preliminary approval to that budget Tuesday morning in a special meeting held at Bluffton High School. The budget must now be passed by the counocil on a second rading and then reviewed by the Indiana Department of Local Government Finance.
