Notice is hereby given to the taxpayers of Harrison Township, Lancaster Township, and Vera Cruz Town, Wells County, Indiana, that a joint public hearing will be held before the Harrison Township Board, the Lancaster Township Board, and Vera Cruz Town Council on February 28, 2013, at the hour of 7:30 P.M. in the Government Annex Conference Room, 223 West Washington Street, Bluffton City, Indiana, to consider a proposed ordinance/resolution for the establishment of the Harrison Township Fire Territory beginning with taxes payable in 2014. Another joint public hearing of Harrison Township, Lancaster Township, and Vera Cruz Town is planned for March 28, 2013 at the same time and location stated above. Immediately following the public hearing on March 28, 2013, the Harrison Township Board, the Lancaster Township Board and the Vera Cruz Town Council will meet to vote on the approval of the ordinance/resolution for the establishment of the Harrison Township Fire Territory.
If enacted, the proposed ordinance/resolution will establish the Harrison Township Fire Territory between Harrison Township, as the provider unit, and Lancaster Township and Vera Cruz Town as the participating units.
The proposed levy and rate for the Fire Territory is as follows:
Fire Territory: Levy Tax Rate
Operating Fund $200,000 $ .0884
Equipment Replacement Fund 76,000 .0333
Totals 276,000 .1217
The proposed levies and tax rates for each participating unit are as follows:
Levies (Fire) Tax Rates (Fire)
Harrison Township (Provider Unit) $276,000 $.1217
Lancaster Township (Participating Unit) 0 0
Vera Cruz Town (Participating Unit) 0 0
The proposed fire territory tax rate for each affected taxing district is as follows:
Fire Territory Tax Rate
Harrison Township Taxing District $.1217
Lancaster Township Taxing District $.1217

The participating units propose different tax rates based on property type; however, the current legislation provides that the tax rate for the Fire Territory be applied uniformly on all taxable property within the Fire Territory or different tax rates be applied for the participating units so long as the tax rate is applied uniformly to all of a unit’s taxable property within the territory. Unless there is a change in legislation, the proposed Fire Territory will establish uniform rates within the Fire Territory.
A copy of the proposed ordinance will be made available for inspection at the public hearings located at the Government Annex Conference Room, 223 West Washington Street, Bluffton City, Indiana. Persons seeking additional information may contact Mr. Eric Kiefer, Harrison Township Trustee, at (260) 273-1643.
