City tells RSD: Sorry, but we can’t take it

The Wells County Regional Sewer District is about to get a letter from the city of Bluffton, confirming what the city’s engineering consultant had already told it: Residents of the McKinney-Paxson watershed can’t connect to the city’s sanitary sewage collection system.
